Event Id, Time duration

This is my recorded signal in csv. How can I increase the Time interval 0.004 sec in openvibe designer ? i.e. How can I change 250 Hz. I am getting around 7000 events for 70 sec recording.
I am using OpenBCI to generate eeg. then Openvibe aq. server and designer for recording.
Also I am not clear about the data explanation. I mean to say Event Id with Fp1 .
I will be grateful if any one help me by explaining.

A question Off topic you use the box csv writer deprecated? because there is no ',' between your values it's weird. ^^
For your recording you want to go from 250Hz to 100Hz is that? You're an old box downsampling that could help you.
Regarding your last sentence I did not understand at all "I mean to say Event Id with Fp1."
