How could I do a general model for all users using Motor Imagery (MI)

I am trying to train a classifier that will detect left and right hand movement.
I successfully create the .cfg file for each user.
What I would like to achieve is to create a more general model (.cfg file) that will generally work for all users using MI.
Is such a thing possible? If not why?
If yes, how could I do that?
